Advisory & facilitation

Structure for decisions that cannot be solved by expertise alone.

Independent advice and expert facilitation where priorities compete, information is incomplete or the organisation needs a defensible path forward.

Rosie Woodman in an executive advisory discussion

Clear thinking for complex organisational decisions.

Rosie works alongside executives and specialist teams to clarify the real decision, surface hidden assumptions and translate competing perspectives into practical, defensible action.

Engagements are grounded in organisational context and designed to leave leaders with stronger judgement, clearer accountability and a usable path forward.

From complex problem to usable outcome.

01

Security and intelligence operating models

Clarifying how intelligence and security capabilities should be governed, organised and connected to decision-making.

Practical outcome

A decision-ready operating model that defines purpose, ownership, interfaces and the practical pathway from current state to intended capability.

When this work is useful

  • Unclear mandates or duplicated responsibilities
  • Poor connection between intelligence and executive decisions
  • Fragmented security functions or inconsistent governance
  • Capability growth without a coherent operating model

What the engagement may include

  • Current-state and maturity assessment
  • Mandate, governance and decision-rights design
  • Functional interfaces and escalation pathways
  • Target operating model and implementation roadmap

02

Insider threat program design

Human-centred governance spanning prevention, identification, assessment, intervention and organisational learning.

Practical outcome

A proportionate insider-threat model that connects relevant functions, protects procedural integrity and responds to the organisational conditions surrounding risk.

When this work is useful

  • Separate security, HR, legal and integrity processes
  • Over-reliance on technical monitoring or behavioural indicators
  • Unclear thresholds for escalation and intervention
  • Difficulty balancing security, fairness and employee trust

What the engagement may include

  • Program governance and multidisciplinary roles
  • Risk pathways and information-sharing design
  • Assessment, escalation and intervention frameworks
  • Prevention, assurance and post-incident learning

03

AI governance and analytic integrity

Protecting accountability and decision quality as AI becomes embedded in intelligence, security and advisory work.

Practical outcome

Practical governance that defines where human judgement remains essential, how AI-mediated work is challenged and who remains accountable for consequential decisions.

When this work is useful

  • Unclear accountability for AI-assisted outputs
  • Automation bias and weakened professional challenge
  • Governance focused on tool approval rather than decision impact
  • Security models that no longer reflect changing human capability

What the engagement may include

  • Decision-chain and accountability mapping
  • Human-review and escalation requirements
  • Analytic-integrity guardrails
  • Security and insider-risk implications assessment

04

Ethical leadership and governance

Using ELITIE to examine whether ethical principles are visible in leadership behaviour, organisational expectations and decision practice.

Practical outcome

A clear assessment of the conditions supporting or undermining ethical judgement, with practical measures for leadership, governance and organisational assurance.

When this work is useful

  • Ethics expressed abstractly but weakly embedded in practice
  • Formal authorisation treated as the limit of responsibility
  • Dissent and escalation mechanisms that lack practical legitimacy
  • Ethical drift under operational or institutional pressure

What the engagement may include

  • Leadership and governance diagnostic
  • Ethical expectations and accountability assessment
  • Challenge, dissent and escalation review
  • Priority actions and implementation roadmap
Discuss an advisory brief

Complex conversations, deliberately led.

Rosie facilitates discussions where the issue is not a lack of expertise, but competing priorities, incomplete information or difficulty reaching a defensible decision. She designs and leads structured sessions that surface assumptions, manage disagreement and move groups towards clear choices and accountable action.

01

Define

Clarify the decision, participants, constraints and intended outcome.

02

Design

Build a session structure that surfaces the right information and points of tension.

03

Facilitate

Create disciplined participation, productive challenge and forward movement.

04

Capture

Translate discussion into decisions, responsibilities and next actions.

Evidence from complex operating environments.

01

Global resources · Enterprise security

Converging security governance across a complex operating environment

Scope
Enterprise-wide work across a geographically dispersed, multi-site operating environment, connecting executive, functional and operational stakeholders.
Challenge
A geographically dispersed enterprise required clearer alignment across physical, personnel, information and operational security, with stronger visibility of risk, ownership and assurance.
Rosie’s contribution
Rosie led and advised on enterprise security strategy, governance, insider-risk arrangements, Security by Design, third-party assurance and the interfaces between security, technology, HR, legal and operations.
Practical result
The work brought previously separated security domains into a common strategic and assurance structure, with defined decision rights, governance pathways and executive reporting foundations.
02

Justice · Intelligence capability

Building a structured intelligence-collection capability across a custodial environment

Scope
A multi-facility justice environment requiring consistent practice across operational, intelligence and senior decision-making levels.
Challenge
Multiple facilities and business areas required a consistent way to translate operational information needs into collection priorities, referrals, assessment and decision support.
Rosie’s contribution
Rosie led collection strategy and developed and implemented an Intelligence Collection Framework spanning prioritisation, referral and triage, reporting and information sharing.
Practical result
An implemented collection framework created a common cycle for prioritisation, referral, triage, reporting and information sharing across the operating environment.
03

Critical infrastructure · Emerging technology

Embedding protective security before design and procurement decisions were fixed

Scope
A feasibility-stage advanced-technology infrastructure program spanning engineering, procurement, external partners and future operations.
Challenge
A major advanced-technology infrastructure program needed security requirements, regulatory considerations and organisational accountabilities addressed during feasibility and early vendor engagement—not after design completion.
Rosie’s contribution
Rosie scoped the Security by Design workstream, engineering and procurement requirements, preliminary critical-infrastructure assessment, partner governance, operational protective security, insider-risk considerations and design-to-operations assurance.
Practical result
Security requirements and governance were positioned early enough to inform feasibility, vendor engagement and the transition from design into future operations.
01

Diagnostic

A focused assessment of a defined capability, governance or decision-quality issue, with clear findings and priorities.

02

Advisory sprint

A time-bound engagement to frame a complex problem, design the response and produce a practical roadmap.

03

Retained advisory

Independent counsel across an extended program of change, capability development or sensitive decision-making.

Bring clarity to a consequential decision.

Share the issue, participants and intended outcome. Rosie will recommend an advisory or facilitated format suited to the task.
